PRACTICE UPDATE: How the content must now be read in light of current ImmD policy:

Historically, this concluding installment in the flagship DIY Visa Guide series served as the interactive capstone: “How to apply for a Hong Kong investment visa without any professional help – your questions answered.” The Geeza tackled real-world queries from aspiring self-represented founders, addressing edge cases, timing worries, and common friction points with case officers. In that era, the Q&A format showcased the remarkable breadth of ImmD’s administrative discretion. The answers reflected a collaborative, flexible immigration regime: if a founder was short on initial capital, worried about their desk setup, or unsure when to make their first hire, the Geeza offered reassuring, tactical workarounds. Self-filing applicants were told that ImmD was pragmatic—that case officers simply wanted to see genuine commercial purpose, that a modest seed reserve of a few hundred thousand dollars was sufficient, that hot desking or taking a shared bench in a co-working space was perfectly acceptable, and that local hiring could be deferred and phased in over a two- to three-year ramp-up period as cash flow allowed.

The game has changed from an encouraging, troubleshooting Q&A into an absolute administrative dead end. The entire premise that a prospective founder’s questions can be solved through tactical DIY workarounds or persuasive written clarifications to ImmD is completely defunct. Under post-April 2026 administrative practice aligned with TTPS Category A operational substance (~HKD 2.5M enterprise scale), ImmD does not entertain an interactive dialogue about a bootstrapped applicant’s compromises or phased intentions. For un-incubated applicants, there are no flexible answers to early-stage deficits: the statutory “substantial contribution” assessment has been flattened into a binary compliance audit requiring non-negotiable corporate hardware verified on day one: HKD 1.5M–2.0M in deployed corporate bank liquidity sitting in a local bank account, an executed commercial lease for exclusive physical premises (“four walls”) that strictly disqualifies serviced offices, virtual addresses, and co-working spaces entirely, and active Mandatory Provident Fund (MPF) payroll contributions for 2–3 local Hong Kong permanent residents.

Consequently, providing historical Q&A advice to a modern self-represented applicant is actively lethal to their immigration standing. The questions that founders historically asked—such as “Can I start from a co-working space?”, “Can I wait until year two to hire locally?”, or “Is HKD 300,000 enough capital to launch?”—now have only one definitive answer under ImmD’s current enforcement: an immediate, summary refusal. The modern business entry framework leaves zero room for the uncapitalized self-filer outside of state-supervised pipelines. Formal, documented admission into an officially accredited government incubator (such as Cyberport, HKSTP, or the Design Incubation Programme) is the sole statutory mechanism recognized by ImmD to waive the mandatory upfront liquidity, dedicated commercial lease, and immediate MPF headcount thresholds. Outside this accredited institutional safe harbor, independent DIY entrepreneur applications have ceased to exist, and attempting to self-navigate an independent filing on historical Q&A advice guarantees swift and irreversible refusal.

On January 17, 2013 I gave a talk at Centre O in Wanchai on how to go about applying for a Hong Kong business investment visa without the need to pay for any professional help.

The 30 minute talk was broken down into 24 very easy to digest segments and each of these segments is presented here.

The talk is designed to allow the D-I-Y visa applicant to use the 100% free resources of both the Hong Kong Visa Handbook as well as the Hong Kong Visa Geeza Blog.
